An important thing to think about when writing downtimes for your council characters is what you think of Jeff's assertion that Newton is on the wrong track and more importantly what you plan to do about it. Remember that you're in a situation without precedent, it's not clear who is really in charge, and you have a wide range of unethical and illegal courses of action available to you as long as you don't get caught.
Also remember that each of your characters will remember William Newton differently. He wore many different hats over the course of his life, so it's possible that Jeff is wrong or that Corwin is wrong or that they're both partially right. Everyone's opinion of "what old Bill would have done" is going to be biased.
For the rest of your characters, downtimes will just serve their normal purpose, which is showing me what direction you want each character's plot to take.
